David Owens advises and
represents clients in business and commercial litigation matters, including
insurance defense and medical malpractice defense matters, in state and
federal courts.
Mr. Owens has
significant experience in law enforcement liability defense,
defending law enforcement officers against claims of negligence, false
arrest, assault and battery, excessive force and other intentional torts,
state and federal constitutional violations, and against damages claims
involving various medical, personal and psychological injuries, including
catastrophic personal injury and wrongful death. Mr. Owens has extensive
litigation and in court experience.
Prior to joining Jones &
Associates, Mr. Owens was an Assistant State’s Attorney for Baltimore City
for two years, from November, 2002 to December, 2004, in the General Felony
Division, the Narcotics Division, and then the Homicide Division of the
State’s Attorney’s Office. Mr. Owens’ principal area of practice, while at
the State’s Attorney’s Office, was litigation of criminal matters.
From September, 2000 to
November, 2002, Mr. Owens was in private practice with the Law Offices of
David F. Owens, P.A., in Baltimore, Maryland. While in private practice,
Mr. Owens’ practice areas included criminal defense, personal injury,
worker’s compensation, and general business matters.
During the period March,
1997 to September, 2000, Mr. Owens was an Assistant State’s Attorney for
Baltimore City for three and one-half years, first in the District Courts
Division, then in the Juvenile Courts Division and the Narcotics Division.
Mr. Owens’ principal area of practice while at the State’s Attorney’s Office
was litigation of criminal matters.
Prior to joining The
State’s Attorney’s Office for Baltimore City in 1997, Mr. Owens was a Staff
Attorney at The Legal Aid Society, Criminal Defense Division in Brooklyn,
New York, from 1990 to 1997. While at the Legal Aid Society, Mr. Owens
provided pre-trial and trail representation to indigent criminal defendants
in the Supreme and Criminal Courts of New York State.
Mr. Owens was born and
raised in Baltimore City, Maryland. He received his primary and secondary
education from The McDonogh School. Mr. Owens is and has been involved in a
number of professional and civic organizations.
